Is it illegial to remove asbestos without a licensed specialist in nyc?

(Heating insulation is my main concern. Is it illegal to remove the asbestos containing material without a licensed specialist in NYC?)
If so, how can i report this matter?

I would say yes and it can be reported to the building inspectors office.
