As an example, on a 2500 sq ft. home offered for sale for 0K, would discovery of the presence of asbestos shingles underneath vinyl siding warrant giving, say, a K reduction in the purchase price?

Here in my city in California asbestos found in homes is simply covered because asbestos is toxic when it meets the oxygen we breathe. If your state is similar then re-roofing the house would be in your best interest. Just roof right over the existing shingles. Get a safety statement from the roofer and give it to your Realtor. Make sure you disclose what you’ve done to the buyers.
